ABSTRACT
O texto traz reflexões sobre as crises do nosso tempo acentuadas pela pandemia do Covid19 - e suas interfaces com a Educação Física (EF) e a Saúde Coletiva (SC). A pandemia explicitou questões que estão, de forma direta ou indireta, envolvidas com o contínuo adoecimento coletivo e planetário e suas repercussões na vida em sociedade. Considerar a EF como campo científico fronteiriço entre as ciências humanas e sociais e as ciências biológicas e da saúde, e como movimento ideológico comprometido com a transformação social é fundamental nesse cenário. Pode-se aproveitar que as práticas corporais e atividades físicas se tornaram prioridade no conjunto de políticas e programas de promoção da saúde e desenvolvimento sustentável para resgatar sua natureza multidimensional vinculada à saúde e suas determinações sociais. Para tal, é importante problematizar a linguagem do risco do sedentarismo. A aproximação com a SC favorece tais movimentos.
The text brings reflections on the crises of our time - accentuated by the Covid19 pandemic - and its interfaces with Physical Education (EF) and Collective Health (SC). The pandemic made explicit issues that are, directly or indirectly, involved with the continuous collective and planetary illness and its repercussions on life in society. Considering EF as a scientific field bordering the human and social sciences and the biological and health sciences, and as an ideological movement committed to social transformation is fundamental in this scenario. One can take advantage of the fact that body practices and physical activities have become a priority in the set of policies and programs for health promotion and sustainable development to retrieve their multidimensional nature linked to health and its social determinations. To this end, it is important to problematize the risk language of sedentary lifestyle. The SC approach favors such movements.
El texto trae reflexiones sobre las crisis de nuestro tiempo, acentuadas por la pandemia de Covid19, y sus interfaces con la Educación Física (EF) y la Salud Colectiva (SC). La pandemia hizo explícitos temas que están, directa o indirectamente, involucrados con la continua enfermedad colectiva y planetaria y sus repercusiones en la vida en sociedad. Considerar a la EF como un campo científico fronterizo con las ciencias humanas y sociales y las ciencias biológicas y de la salud, y como un movimiento ideológico comprometido con la transformación social es fundamental en este escenario. Se puede aprovechar que las prácticas corporales y las actividades físicas se han convertido en una prioridad en el conjunto de políticas y programas de promoción de la salud y desarrollo sostenible para rescatar su carácter multidimensional vinculado a la salud y sus determinaciones sociales. Para ello, es importante problematizar el lenguaje de riesgo del sedentarismo. El enfoque de SC favorece tales movimientos.
ABSTRACT
Resumo Definir um conceito de necessidades em saúde é fundamental para estabelecer limites às intervenções médico-sanitárias, sejam individuais ou coletivas. Como muitas expressões de uso técnico corrente, há uma variação considerável dos sentidos atribuídos à expressão "necessidades de saúde". A hipótese que guiou este trabalho é de que a literatura especializada apresenta uma falta de rigor na definição e utilização do termo, o que constitui em si um problema ético e político, visto que pode reverberar em questões como alocação de recursos, na definição de estratégias e ações de um projeto terapêutico. Foi realizada uma análise temática em artigos publicados nas bases BVS e Pubmed em português, espanhol e inglês, com os respectivos descritores: determinação de necessidades de cuidados de saúde, evaluacíon de necessidades e needs assessment. Constatou-se que "necessidades de saúde" é um objeto pouco explorado numa perspectiva que envolva sua reflexão. Há uma ausência de definição conceitual nos trabalhos em que aparece, denotando uma falta de uniformidade no entendimento teórico acerca dessa expressão. A falta de um conceito strictu sensu e a complexidade dos fatores envolvendo o descritor resulta em um uso difuso, com problematização incipiente e, por vezes, conveniente ao contexto empregado.
Abstract Defining a concept of health needs is essential for establishing limits to medical and sanitary interventions, whether at an individual or collective level. Like many expressions in current technical use, the meanings attributed to the expression "health needs" vary considerably. Thus, this work was driven by the hypothesis that the specialized literature lacks rigor in the definition and use of the term, posing an ethical and political problem for it can reverberate in issues such as resource allocation and in the definition of strategies and actions of a therapeutic project. To this end, articles published in the BVS and Pubmed databases in Portuguese, Spanish, and English, with the descriptors determinação de necessidades de cuidados de saúde, evaluacíon de necessidades, and needs assessment were submitted to thematic analysis. The results indicate that reflections on the concept of "health needs" are scarce in the literature. Moreover, the studies addressing the concept show a lack of conceptual definition, denoting a lack of uniformity in the theoretical understanding about this expression. The absence of a strictu sensu concept and the complexity of the factors involving the descriptor results in a diffuse use, with incipient problematization and, at times, convenient for the context used.

Resumo O presente trabalho toma como ponto de partida as noções que conformam o processo de institucionalização de um campo do conhecimento nas seguintes fases: 1. Diferenciação de temas, métodos e técnicas de conhecimentos ou disciplinas já existentes; 2. O tema anteriormente considerado periférico passa a ser olhado como parte de um determinado campo de conhecimento; 3. O novo campo passa a ser significante no conjunto de uma área e inicia a padronização do recrutamento de recursos humanos, seleção de especialistas e de recursos financeiros; 4. Consolidação do novo campo, construindo sua cultura dentro da comunidade científica, com suas redes sociais de comunicação, associações científicas e publicações próprias. O objetivo central é analisar o papel da Revista Ciência e Saúde Coletiva no processo de institucionalização da Saúde Coletiva; situar a Saúde Coletiva e suas etapas; fazer um breve relato sobre a história das publicações científicas, ressaltando as brasileiras do campo da saúde pública/saúde coletiva; e trabalhar os momentos iniciais da Revista.
Abstract This paper takes as its starting point the concepts that make up the process of institutionalization of a field of knowledge in the following phases: 1. Differentiation of subjects, methods and techniques of knowledge or existing disciplines, 2. The subject previously considered as peripheral is now seem as part of a particular field of knowledge, 3. The new field becomes significant in the set of an area and starts the standardization of recruitment of human resources, selection of experts and financial resources, and 4. Consolidation of the new field, building its culture within the scientific community, with its social networks of communication, scientific associations and its own publications. Our central objective is to analyze the role of the Ciência e Saúde Coletiva Journal in the process of institutionalization of the Collective Health; we situate the Collective Health and its stages, make a brief report on the history of scientific publications by emphasizing the Brazilian studies on the public health field, and work the early stages of the Journal.
